Along with the wider social context of the aircraft scares, we should also take into account the other rumours that circulated either in parallel or in conjunction with them, or rumours that had similar stimuli but were interpreted differently.

In Germany a great wave of patriotism swept the nation. Fear of enemy agents grew so much that in Leipzig a mob attacked a German artillery officer because he had a dark complexion and black hair. His appearance suggested to the crowd, who beat him about the head with umbrellas and sticks, that he was a Russian in disguise.1

Such public indignation towards anyone who looked remotely like a Russian was fuelled by an order published in the Leipziger Volkszeitung, supplied by Von Laffert, the General in Command of Leipzig. He asked people to look out for any foreigners, ‘especially Russians’, who might be acting suspiciously.

In contrast, the Director of the Stuggart police was more sceptical of the population’s powers of discrimination. He noted:
